It can be the level potentiometer or a bad wiring harness. Both need to be evaluated/tested for diagnosis. Check for loose wires or corroded electrical connections.

FUEL LEVEL SENSOR is on the outside going into the tank. It looks like pic posted. The Dealer or parts department might call it a "Sending Unit."
